IPA is rather hard for the layman to understand, though, isn't it? (And by "layman" I mean me. :P)
But, it is pretty easy to pick up on. One letter - one sound. Once you've defined what the letter stands for - that's what it stands for! It doesn't change based on context or the history of the word, it's always the same.

IPA? Is that the really weird thing full of indecipherable characters that don't make sense? No sense at all!!!!

I've tried to learn it a few times and it is completely and utterly incomprehensible... I'm absolutely amazed at people who can somehow understand it.

We learned it in my voice and diction class, it can be a lifesaver when you need to do an accent for a script. I found it pretty easy to understand, actually!

I cannot understand or see how kəmˈrɑːɨɡ is the same as Cymraeg. It just doesn't make sense!

Then again my brain doesn't work properly so it's probably me just being stupid.

Welsh is easier to pronounce than English though... In Welsh there's no silent letters or any of the other crazy things English has.
It does have mutations though which are a pain when writing but they make speaking it easier... (Example: Dw i'n byw ym Mangor is easier to say than dw i'm byw yn Bangor )

I once looked up the Welsh names for Hogwarts houses and thought my eyes were going to pop out of my head. It's really pretty spoken though! Just...insane to write!

You just have to look at the elvish phonology. I found a really good Website about this matter:

At this site is no Information how you pronounce dh. But I remember to read that you pronounce it like the dh in then.
