No, you don't have to choose a nominee for all of them. Just if you want.
If you can't figure out who to nominate for a certain award, either leave it blank or go to a thread related to the topic of the award (such a Rabid Fangirl, in the Swoon Board!) and look around.

In the previous Member Awards, it wasn't a Fangirl who was mad about a LotR actor but just any actor - CDL won an award for the most Rabid Fangirl and Cedric Diggory isn't portrayed by a LotR actor!!!
