Then smeagollum is right, you will need an animation program. But usually Paint Shop Pro comes with one.

If that isn't what you're looking for, describe it a little more and I'll try to figure it out.
As for forum skins, proboards is the only forum server I'm familiar with, and somewhere in the admin section there's a section called "Customize Your Forum" and at the bottom of that list is "Skins/Forum Colors." Then you click on "Create Skin" and fill in all your colors and images. After some experimenting around, you'll have it. And then you set it as your default skin, and make another if you like so your members can choose.
If you're talking about coding and all that, then I'm just as clueless as you are.
