Hehe. Where to start? If you're just wanting a basic website- ie. a page on the internet with information- signing up to somewhere like www.webs.com is a fairly straight froward process. If you're wanting to get into the whole process of building a site from scratch, I'd start with reading tutorials on coding. www.htmlite.com and www.draac.com are both very useful. I hope that was remotely informative.  Good luck with your website-ing, and remember that it's all about trial and error!
