I've got a lot of questions. What program do you use to make a site? Can you download PSP for free? How do you make updates? How do you get another link to pop up from the home page?

I hand-code my site using HTML in Notepad, but there are plenty of good sitebuilders out there.
Well, you can download PSP, but nlot legally. Try finding it cheap, but try out the free trial first. You can download the trial here: http://www.jasc.com
Updates: There are programs such as CuteNews and Wordpress, but if you don't want a program, you could just type in a new update above that.
As for pop-ups from the home page, this code should work:

Well, you can use Dreamweaver, which is a program that can do all the HTML coding for you - all you have to do is set up the page by dragging images here and there, etc. You can also use Microsoft Frontpage. Personally, though, I like hand-coding HTML because you learn the language and how to code this and that much faster. Hope that helps.

There are various sites that teach you/explain html for webpages. Generally when I wanted to find out how to do something, I google it until I find a page that explains what I want to know.
Also, clicking view >> source can show you the html for other people's pages. I find that interesting to see how other people do things/certain things are achieved.
There are sites such a Bravenet that offer various free things such as chat rooms, guestbooks, counter and so on. There are several various tagboard providers that are free - google it, and see what you come up with. Such 'site extras' will give you the html code for the whatever, and you just paste that wherever you want it.
A-U has various site graphics that you can use, with instructions here: http://www.arwen-undomiel.com/graphics.html and a guide of basic html, a dictionary of web terms and other suggestions here: http://www.arwen-undomiel.com/misc/index.html I'd suggest checking them out.

I use a program called Golive. But I run a Mac so I may not be any help to you. You could download a trial of photoshop.

well dreamweaver is good, but why not try the yahoo website creator? i don't have a link but i heard it is fairly good.
as for a host (if you need one) i think that for a beginner try out Geocities or Buildtolearn

I use photoshop for all my graphics. You can download the whole program for free at the site I work at http://www.virgin-designs.net but if I remember right you have to join the forum and have so many posts before you can download it.
I usually just code from scratch in notepad and textpad. I have Dreamweaver but it's not very good for accurate coding in my opinion.
Freewebs is the best free host that I can think of. No ads or anything.

You can't get full version of photoshop or paintshop for free, legally, as far as I know.
Dreamweaver doesn't write great code for you, but if you use the source pane, the syntax highlighting and word suggestions can be really helpful, especially if you're writting PHP code, etc.
