I suppose that may work, it's certainly worth a go. Or, you could lower the opacity of that layer, that might be worth a try.

This can be done with any graphics program, there might just be a few slight changes in the layout of the program, so yes, you can
And I'm guessing that you can use PS brushes with PS Elements, unless anyone can tell me different?

Open your picture, select what you want to copy and copy it. Press Control+N or File>>New, make a new blank canvas and paste it.
<s>Ok, I'll be adding some image effect tutorials soon, so it won't be just banners.</s>

I'll be going from this:
to this:
1. I take my picture and I go to Sharpen>>Sharpen. Just once.
2. I now go to Layer>>Duplicate Layer. Leave all settings as they are.
3. On the layers palette, change the mode to 'Screen'.
4. Duplicate this layer and change the mode to 'Soft Light'. You should now have one normal layer, one screened, and one soft light.
5. Desaturate the soft light layer.
6. Go to Filter>>Blur>>Gaussian Blur. Set the radius to '3.0'. Do this for the screen and the soft light layer.
7. Finally, go back to your original layer and go to Sharpen>>Sharpen or Sharpen Edges. If it becomes too pixellated, just leave it at step 6.
And you're done! As usual, any questions etc., post them here

I'll be going from this:
to this:
1. Open up your picture, and desaturate it [Shft+Ctrl+U]
2. Create a new layer [Layer>>New] and leave it blank.
3. Select the colour you want to use to tint the image--I used the colour #226987 in this case.
4. Using the flood fill tool, fill your new layer with your colour.
5. Go to the layers palette and set the mode to 'Lighten'
One simple image effect, but works nicely for banners and other graphics

Hehe, thanks

I'll be going from this:
to this:
1. I open up my image and go to Filter>>Sharpen>>Sharpen.
2. I duplicate the layer and put the layer mode to Screen. I also desaturate it. [Shft+Ctrl+U]
3. I duplicate the desaturated layer and put the layer mode to Darken.
4. I then add a texture to the image. I'm using this one, one of my own from my sites, Visual Reverie. I put the texture on top of all the other layers and set the layer mode to Screen.
5. I duplicate the texture layer and set the layer mode to Overlay.
6. I now go to Image>>Adjustments>>Hue/Saturation, or Ctrl+U, and lower the 'saturation' to -60.
And you're done! As usual, any questions, just ask them here
