I use Photoshop 7.0, but I'm sure a PSP tutorial is similar enough to work. |

I don't exactly know how, but I would think you make the text transparent and use the blur tool to make it blurry...and then have a faint outer glow, and if you want to, use the eraser tool and change the opacity to somewhere around 15% and make some parts of the text more transparent than the rest. |
