theres a small bit of it...
Is it a texture? an effect?? (to the left of the image)
where it looks like it's a bit distressed...also has a bit of an elegant feel.

Ive looked EVERYWHERE I can think of for tutorials on doing it...but I have no idea what it's even called.

I think it's just a brush. You can find all sorts of icon brushes by googling them.

no idea....i've seen graphics like that made in psp and photoshop.

it probably is just a brush...i'll have to dedicate some time to searching for it.

I think I regonise that as being a brush from http://www.strangeangels.net/ --Photoshop ones, I don't know which set but it shoukdn't be too hard to find :)
