OKay does anyone know how to do this effect or what it is. i would be greatful if anyone could write me a tut. or tell me how to do this??

I am also not sure...looks like either a blur or a smudge maybe...and the other effect or the color shading kinda look is something cool but I have no idea...all i know is it looks cool...LOL Sorry for not really helping <cheers> |

I think it might either be a motion blur, or just part of the picture....it looks like rain...  and the coloring is probably different layers of gradients and such...
