Well...the simplest (not easiest, just the least complicated) way is to use your paintbrush tool to manually draw a border, but it takes forever. I got the border effect on the banner by selecting the whole banner (Ctrl+A) and using the Inner Bevel effect (Effects >> 3-D Effects >> Inner Bevel) on the preset Angle setting. The other easy way to get a border (completely solid, though) is to go to Image >> Add Borders. You can specify the size of the border through the panel there. To change the color, select a background color through the panel on the far right of your screen (the color swatch at the top right).

Another thing to do to add a simple border is to select your entire image (Selections >> Select All), create a new raster layer (Layers >> Create New Raster Layer) and then head over to Selections again, but this time go down to where it says "Contract." Click on it, and set "1" as the pixel amount. Or you can change it to whatever width you want. Go up to Selections again, and go down to Invert. Now find your Paint Bucket tool and click just inside the selection. Deselect (Selections >> Select None) and voilà . A simple border.
