Can anyone teach me how to do those, or maybe point out tools? Not necessarily a step-by-step tutorial, but they look very cool, and I would very much like to be able to do that! Thank you very much! And, I use photshop 7.0

I use CS2 but it works pretty much the same as 7.0...
Convert to grayscale
New layer
Pick a soft rounded brush
Add brush with the desired color
Play around with layer modes [I use overlay or color]
Save the file
