It isn't in windows. Telnet is a program on windows that can do some internet connection things, like Internet Explorer, but simpler. It's connecting to a site on the internet where they've put this up. Going to http://towel.blinkenlights.nl:23 in your web browser will make it show up, but it's hard to get the window size right, and some of the characters don't show up.


And I can't use telnet to see it because of my school's stupid proxy. ><
