Now I've heard this expression a lot lately, and I was wondering if it was Tom Bombadil??

It's one word. So it would be "Tomfoolery", and not "Tom foolery".

Tomfoolery means the same as mischief. i don't expect it has anything to do with Tom Bombadil.
