I am really sorry that I don't know the answer, but I only just began reading the sil. and this is probably a stupid question but you guys seemed like the people to ask so: what is the difference between the Elves and the Eldar? and what does half-elven mean?

^ Eldar is simply the elves' name for themselves--the Elven word for "elves," if you will.

The Half-elves are exactly what they sound like; one of their parents was an elf, and the other a man. Beren and Luthien's son Dior was Half-elven, and Idril and Tuor's son Earendil as well. Earendil's family was a special case, though, because he and his descendants were given the choice of mortality or immortality. Elrond, who was Earendil's son, chose to live as an elf and become immortal, but his twin brother Elros chose to live as a Man, and so he eventually died.

That's why Arwen has the choice to become mortal to be with Aragorn; it's a choice her family is given.
