It's just my opinion, but...

I think it's a complicated Smeagol/Gollum thing. He wasn't really going to take it, but he couldn't resist holding out his hand because he wanted it so much. Then when Sam threatened him he realized it was not a good idea, and at the same time the Smeagol in him really did want to help Frodo up, soooooo...he did.

I believe that Smeagol definetly wasn't thinking about turning Frodo against Sam at this part. It was too early, and Smeagol/Gollum don't think that deeply into things. They are really black/white. Kill the hobbits. Get the ring, that was their plan. Gollum just made it sound more complex.

At that moment, Smeagol was just probably trying to help Frodo up, but PJ wanted it depicted as Smeagol trying to take the ring. Which is a good thing for filmmaking. But, in actuality, Smeagol shouldn't have taken the ring then. Even though he is faster, he would still have two hobbits on his trail, he would have totally lost Frodo's trust. (Not that he didn't much later.)

Yes, it is a split-personality thing, but Gollum would have been too smart not to just take the ring. Smeagol was the one that wanted to take it earlier, not Gollum.
