Either you offer to make banners or Ea stares at you evilly
Thats about it lol. We've decided that the old banners are wither out of date or sooo two years/last year and we need new ones.

Yeah but we would all jump to help you Ea my love; it being one of our faveroite past times us being so evil and all that.
What would be more of a threat would be to let all the prisoners go if someone doesn't make banners and to cover mordor with white fluffy bunnies and lush green medows.

Hmmm... I say you pick someone to make the banners for you, and then threaten them with all sorts of evil-ness until the person complies.
