I don't think this person meant to offend anyone. They probably did not think of how other people might react to it. I'm not quite sure whether this person was trying to be funny, but I don't think so. There's nothing funny about 9/11. It could be that they were trying to put some kind of romantic twist on it. Sort of give the hope that we will unite and imerge victorious against evil like LotR. Or the person could have just been very shallow, and not know anything about Tolkien beyond the movies. Regardless, I do not think it should be taken very offensively, no matter how painful it is.
If they weren't trying to be funny then it's offensive to Muslims saying to "unite against the forces of Allah"
And if it is trying to be funny which I think is more likely then of course it's offensive to people who's loved ones died in 9/11.
Either way I don't think they care about what Tolkien thought it's just because of the similarity in the names that they made it.
