I do not think he proposed or will propose.. he is way too busy filming right now to get into a relationship. If he does I am sure it won't last long. None of them do no matter how good some couples seem. (Exception of a few.. Reese)

I think they both need to make up their minds. And all Orlando fans everywhere hope he makes the right one. The right decision is whatever is right for him. If he's happy, I'm happy. It's his life. And that comment about Orlando doesn't have time for relationships? How come there are many married actors and actress out there who have (on the outside) happy marriages? I think you make time for relationships. And everyone needs relationships. So I don't quite agree there.
