I wish I had photoshop...does photoshop elements work the same as photoshop, do you know?

I used elements for a few days when I wasn't in rome, and it's not so bad...better than paint you know 
but I guess that photoshop is an higher level... _________________

Because I thought about getting Photoshop Elements, because I cannot afford Photoshop, but I didn't want it not to be able to let me make banners and stuff, ya know?

yeah well I can't remember if it let you made banners and stuff...there was another great program you could download for free though, but I can't remember the name...
