Well, it's a good thing I'm not very invested in this or the other riddles. XD
Because taking this long to figure it out, if I were, would kill me. XD I'm SO impatient. Probably the reason why I don't do these kind of things often.

I'm thinking that the "accident" was that she fell off/was pushed off of the ship without a lifesaver. Stephanie knew it was murder because Mrs. Phillips didn't have a lifesaver.. if it was an accident. a person nearby would have tossed one out.
