well if there is more then one all of them..but the streaking affect behind her is that a motion blur?

I dunno...it kinda looks like a brush...

I am also not sure...looks like either a blur or a smudge maybe...and the other effect or the color shading kinda look is something cool but I have no idea...all i know is it looks cool...LOL

I think it might either be a motion blur, or just part of the picture....it looks like rain... and the coloring is probably different layers of gradients and such...
