I have Photoshop Elements and I´d like to know if there is a possibility to make any cool effects (glittering, sparkling etc) with this program?

I think animation using any adob eprogram only works with ImageReady, which comes bundled with Photoshop.
i don't know where Legendel is.
To put it simply, Elements does not do animation.

Alright, I need a little help! I got Photoshop Elements 4.0 for Christmas and I have figured out a little bit of it, but... I haven't figured it all out. A couple of questions, but major problem first...
... I am making a book jacket for fine arts competition, and I have worked on it for... five minutes, already I have a problem. How do you make the background a solid color??? And then make it fade or what not...  ) I thought I had it figured out, but woudln't you know it... it didn't work.
Oh, can you download brushes for Photoshop Elements, and does our beloved webmaster tell us how in the media section? I haven't perused that part particular part yet, but I have plans too!
Any generic tips or suggestions are more than welcome btw!

Aww I'm sorry about that Frodo.
Lothril Normal Photoshop brushes work in Elements...Well I downloaded brushes for PS 7 and the worked fine in Elements 2.0

If I understand your question right, I don't think you can - it's always just the white and gray boxes. You could have another layer under all the others that's a solid color, though.
