From what I understand, it's because she's actually half-Elven and she has one chance to choose between a mortal and immortal life. She chose a mortal life and she couldn't go back on that.
Now if I'm completely off, someone please correct me!

Arwen didn't sail into the West because she chose a mortal life - chose to remain with Aragorn rather than live for ever. "I would rather spend one lifetime with you than all the ages of this world alone" or something like that. That's why Elrond was so sad when she got married to Aragorn - becuase she was choosing a mortal life. He was very peed off. XD

She didn't sail over because she chose to stay with Aragorn, and after he died, I think she chose to stay and die also, instead of going to where others live in eternal bliss and she would be heartbroken.

I think you're correct on that Firiel.
Arwen stayed because of her love for Aragorn and because of her lineage (being half-elven) she could choose to become mortal. And after that she couldn't sail to the Undying Lands.

Yah, I'm pretty sure that's what it says in Tolkien's letters.

She stayed because of her love of Aragorn. That's why she forsake the immortal life of her people.

Hmmm...I don't know....after all, Gimli was mortal. Dwarves don't live forever.

Arwen chose to saty in Middle-earth and die there. Once her choice was made it could not turn back. Her future was to stay and die in Middle-earth.
Gimli it is not sure that he went to the Undying Lands. The legend says that he did. We are not sure though. But if he did, he was the first and last Dwarf to do such a thing.

I agree - she made the choice to be mortal, and when she became mortal, even if there were all the Elven ships in the world to take her, she could not have gone.

Right, and the appendices say that it was only because he reverenced Galadriel so and because she was so powerful.

Exactly.
He had connections there and they let him go.

Gimli must have been really awe-struck by Galadriel to have wanted to see her again!

When did Gimli and Legolas sail to the Undying lands? That was after Aragorn's death, wasn't it? How long after Aragorn's death did Arwen die?
I think Arwen did not stay because she was mortal (Frodo and Gimli are mortal too.) but because it was her own choice. If she'd left ME with Legolas and Gimli it would be like she regretted her choice to stay with Aragorn.
