Nothing much goes into it from what I have seen. You just have to:
1. Think of the contest.
2. Introduce it.
3. Keep track of who's entered, the enteries.
4. Post a poll
5. Post awards.

Hey, I just had an idea. This isn't original, but I haven't seen it on the forum... why don't you do an Add Effects challenge?

Yeah, well, I've never really seen an add effects challenge, so I'm not really sure what to expect, and what shall go on.
If you just tell me the basics of an add effects challenge, then I'll definitely start it.

Make a simple blend.. and the participants have to add effects to it to make it look cool.
They can pretty much do anything but add other pictures to the blend.
